  • European Union Artificial Intelligence Act: The European Union is currently drafting an Artificial Intelligence Act, which would regulate the development and use of AI in the EU. The Act is expected to be finalized in 2023.

The European Union is leading the way in developing comprehensive regulations for artificial intelligence, building a regulatory framework for AI . Their proposed Artificial Intelligence Act could set an influential precedent for AI governance worldwide. This Act aims to substantially shape how AI systems are built and used within the EU.

 

Some key parts of the EU's AI Act include:

  • Creating rules for high-risk AI applications like self-driving cars or loan approval systems. This establishes oversight for systems that could seriously impact people's lives if they go wrong.

  • The pace of technological development: AI is developing rapidly, which makes it difficult for regulators to keep up. By the time regulators develop new rules and regulations, AI technology may have already advanced and made those rules and regulations obsolete. 

  • The complexity of AI systems: AI systems are super complex "black boxes". This makes risks harder to spot and accountability tougher to enforce. 

  • The lack of international consensus: Countries lack consensus on AI governance. Differing priorities make international cooperation difficult. Different countries may have different values and priorities when it comes to AI regulation, which makes it difficult to reach an agreement on common rules and regulations.

AI Ethics on Privacy Issues and Surveillance

AI can seriously jeopardize privacy. These systems collect and store tons of personal data - your info, browsing history, location, etc. This data could be used to track us, target ads, or even discriminate. Not cool.

How AI can be used to violate privacy:

  • Facial recognition AI can monitor your movements without asking!
  • Voice assistants record conversations without telling us. Sneaky!
  • Algorithms profile us to serve hyper-targeted ads. It's like having a stalker!
  • Medical devices store our health data without consent. Invading our privacy

AI Surveillance concerns

Government surveillance is especially concerning. In China, facial recognition tracks and controls minority groups like the Uighurs, a largely Muslim minority, making it the first known example of a government using AI for racial profiling.  

Racial profiling by AI - yikes! A Chinese smart city database even left private data exposed for weeks. Political ads are another minefield. AI microtargets voters based on their social media, in order to influence or suppress votes.

Cambridge Analytica notoriously harvested Facebook data to target political ads in an attempt to influence their votes. Not democracy's finest moment.  And don't get me started on creepy personalized ads! AI scans your online activity, crafting a 24/7 sales pitch. Ever feel like your devices are listening? There are steps we can take to protect our privacy from AI:

    • Be careful what data we share online.
    • Only use apps and services that really need our info.
    • Actually read those privacy policies! (I know, but do it anyway).
    • Use privacy-focused browsers and search engines.
    • Support laws that safeguard privacy.

Let's not forget Amazon, who  used AI to monitor their employees. Also, very unethical.

As AI is spreading, we'll likely see more of this sketchy behavior. We've gotta stay vigilant to protect privacy.

The meaning of privacy keeps morphing. Tech constantly evolves too, making it even harder to keep our data secure. And we share more than ever online - a goldmine for AI.

AI in the Workplace: Employee Privacy Concerns

At work, AI can monitor everything we do like some creepy Orwellian overlord. I actually quit a job because they wanted me to install invasive tracker software on my personal devices! Hard pass.

The future of privacy is unclear, but we need to have this conversation now. Together, we can ensure AI respects privacy. But we've got to demand companies are transparent about how they use our data, and support laws with teeth that safeguard our rights. Our future depends on it.

Let's first define Bias. It means favoring one thing or person over another for no good reason. Discrimination means unfair treatment based on race, gender, orientation or other traits someone can't change.

How AI can be biased

AI can pick up bias in a few different ways. Since AI learns from training data, any bias in that data gets passed on. For instance, if resume data used to train a hiring AI leans heavily male or female, the AI will be skewed towards preferring male/female applicants.

  • The way that AI is programmed can be biased. For example, if an AI scoring system gives extra points to certain resume formats, it'll be biased towards applicants using those specific formats.

  • The way that AI is used can be biased. For example, if the data used to train a loan approval AI is prejudiced against people of color, the AI could make unfair lending decisions based on race

Examples of how AI has been biased

  • A 2023 investigation by ProPublica found a criminal risk prediction tool used by banks was biased against people of color. The COMPAS algorithm gave higher risk scores to people of color compared to whites with similar backgrounds.
  • According to Reuters, in 2022 TikTok's AI  (TikTok For You (T1) algorithm) for recommending  videos showed more white-focused content to people of color. This could further systemic inequity.
  • The Wall Street Journal reported a cancer diagnosis AI from a healthcare firm was less accurate for people of color than whites in 2022. The IBM Watson for Oncology system was involved.

A group of tech companies have formed an AI ethics board to address the issue of bias in AI. The board will develop ethical guidelines for the development and need for values and principles in AI.

IBM has established an AI Ethics Board as a central, cross-disciplinary body to support ethical and responsible AI throughout the company

Google, Meta (formerly Facebook), Amazon, and Microsoft: These companies have made cuts to their AI ethics teams, according to a report. It is not explicitly mentioned whether they are part of a joint AI ethics board.

Partnership on AI, is an ethics-focused industry group launched by Google, Facebook, Amazon, IBM, and Microsoft.  It aims to address AI ethics concerns, but the diversity of its board and staff has been criticized


How to mitigate Bias in AI 

  • Use a diverse dataset to train AI. This will help to ensure that the AI  is not biased towards any particular group of people.

  • Apply statistical techniques to detect and remove bias and machine learning.

  • Make AI  more transparent. This will help to ensure that people can understand how the system works and identify any potential biases.

  • Hold the developers accountable for ensuring that the system is not biased. Pass laws and standards to enforce accountability

More examples of AI bias will likely emerge as the technology advances and the deployment of AI. Staying vigilant and proactive will be key to reducing discrimination.

  • A bipartisan group of US lawmakers introduced the Algorithmic Accountability Act, which aims to regulate the development and use of AI. It's currently being considered by Congress.
  •  A 2020 study by investigative journalism nonprofit ProPublica found that a widely used AI COMPAS for predicting recidivism exhibited bias against Black people.
  • In 2021, a study by the Algorithmic Justice League found that an AI used by the Chicago Police Department was biased against people of color, resulting in them being more likely to be stopped and searched.

A 2020 study from the research institute AI Now Institute revealed several ways AI exhibited bias against women and people of color:

  1. Facial recognition systems had higher error rates in identifying women and darker-skinned people. This raises huge concerns about accuracy and potential misuse.
  2. AI was less likely to recommend women and minorities for jobs or loans. This suggests built-in bias that could reinforce employment and financial inequalities.
  3. AI disproportionately targeted women and minorities with certain marketing campaigns. This enables potentially discriminatory advertising practices.
  4. Biased training data and lack of diversity among AI developers contributed significantly to biased algorithms that could perpetuate systemic inequalities.

New York City unanimously passed a law requiring companies that use AI hiring tools to be audited for bias. Companies must conduct annual audits for discrimination to ensure that they are not biased against certain groups of people.
